Simply skip these missions until the end of the game, and you'll have a number of buzzers scattered about the map in easy to find locations: just look for the parachute icon. The most accessible helicopter to get is the 1952 Kaumbat R-52 and WSP because the regular version is a part of the game's storyline, and the WSP is on most military bases.
Like the OP, I had a few places where a buzzer only showed up once (or I made a typo on the location). Anyway, I'm posting the ones I've found.
